A RAMS Manager (Reliability, Availability, Maintainability, and Safety) is responsible for overseeing safety assurance processes and ensuring compliance with safety regulations throughout project lifecycles. This role involves conducting risk assessments, performing hazard analyses, and collaborating with cross-functional teams to promote safety and reliability within the organization. The manager analyzes performance and safety data to identify trends and areas for improvement, prepares essential safety documentation, and develops training programs related to safety assurance. Ultimately, the RAMS Manager plays a critical role in fostering a culture of safety and continuous improvement, ensuring that systems are designed to be reliable and maintainable while effectively mitigating risks.
Main Duties and Responsibility
Safety Assurance Manager, with a strong RAMS system expertise background,will have a role of first order with the following responsibilities:
- Leading and managing the project’s safety assurance activity at consortium level by overseeing several sub-systems belonging to colas rail and other partners.
- Set up the overall Safety Assurance and RAM organization according to the technical requirements and standards during design, procurement, installation, T&C and O&M phases
- Define the overall RAMS management documentation (RAM and Safety Plans) requested to meet the contractual objectives and ensure that they are applied by all the stakeholders
- Validate de technical documentation (according to contractual standards) related to:
- RAM: Allocation report, FMECA, RAM report, SPAR Mgt plan & Analysis report, RAM demonstration plan & report, Exported Requirement to Maintenance, RAM Tracking tools and Record (during warranty Phase)
- Safety: SHA, IHA, FMECA, SCIL, Hazard logs & reports, Safety cases, Interface Risk Analysis
- Manage the engineer(s) and transversal teams for topics related to RAMS requirement verification
- Manage/validate the Safety certification processes of the various stakeholders
- Follow all the technical variations of the project and the associated interfaces in order to adapt the RAMS studies
- Produce the RAMS documentation related to Power supply and track
- Address independent safety assessor comments to get its approval on the safety deliverables
- Summarize and present RAMS reporting to the top project management, client and competent authorities
Education
Bachelor’s degree in engineering (Electrical or Mechanical), Masters/MBA/PMP is a plus.

- Excellent verbal & written communication skills in English (Arabic and French proficiency is a plus)
- Understand internal, stakeholders and external (client and authorities) interlocutor’ expectations to redefine/clarify the needs, propose adequate solutions and adapt his communication and presentations
- Strong negotiation skills, self−motivated, rigorous, and very good organization skills
- Ability to integrate into a multicultural and multidisciplinary team\
Technical Skills
- Engineering background (or equivalent) with 9 years minimum of total experience (with evidence of leadership on at least 1 large railway project)
- Knowledge of RAMS engineering methodologies, railway standards (such as EN50126, EN50128, EN50129, NFPA130…) and tools
- Awareness of the technical state of the art and standards within the following railway areas: civil & architecture, rolling stock, signaling power supply (HVS, MV/LV), electromechanical (air treatment and smoke extraction, lifts, escalators, fire protection, dry column…), telecom (ticketing, PA, CCTV, intrusion access control, fire detection…), SCADA and track
- Microsoft Office and Outlook proficiency
- Electronic Document Management tool
